Shanghai's Zhangjiang AI vouchers close on October 12: who qualifies, and what to do if you don't

Zhangjiang's latest AI voucher round demands registered, operating and tax addresses inside four streets. Hubei offers a lighter path for one-person firms.

Zhangjiang's latest round of computing, model and corpus vouchers opened for applications on October 1 at 09:00 and closes on October 12 at 17:00, with a public holiday in between. The money is allocated by district and by applicant eligibility: where a company is registered and where its tax account sits come before any question of technology.

And no amount of careful drafting at the review stage will fix that.

This round rests on Shanghai's measures to expand the use of artificial intelligence. The eligible area is drawn tightly: the Zhangjiang AI Innovation Town, bounded by Shenjiang Road to the east, Huaxia Middle Road to the south, Jinke Road to the west and Chuanyang River to the north. Four boundaries make a box.

The applicant conditions are equally firm. Business registration, actual operating address and tax registration must all fall inside the zone. The applicant must be a legal entity with independent civil liability, in normal operating condition with a clean credit record, and must keep its registered address stable after applying.

One clause is easy to miss: if the registered address moves out of the Zhangjiang AI Innovation Town before funds are disbursed, the project loses support and the money is not paid. The route of moving in to apply and moving out afterwards is closed.

So the first step is not writing documents but checking three things against each other: business licence, actual office address and tax registration. If they do not match, do not spend time on this round.

The window shuts at 17:00 on October 12, but the order of work matters more than speed

Applications run from 09:00 on October 1, 2026 to 17:00 on October 12, 2026. The platform is Puyida, Pudong's enterprise policy service platform, accessed with a legal-person digital certificate for online filing and attachment uploads. Enquiries are handled online from October 5 to 7 and from October 8 to 12.

Several material requirements are strict. Supporting documents should in principle be scanned originals; copies must carry an official seal before upload. What is entered in the system must match the uploaded documents. The applicant must sign a declaration of authenticity.

Review should be planned for in advance. Zhangjiang Science City organises the assessment and checks corporate credit through Shanghai's public credit information service platform. Applicants with major credit breaches in the past three years will not be reviewed. Companies can check themselves on Credit China, Credit Shanghai and Credit Pudong. The municipal review result is final.

Working backwards from that process, credit checks and address verification come first, tool-related materials later. The enquiry window lasts only a few days, so do not leave questions until October 11.

One detail is worth noting: the notice is labelled for the third quarter, yet the acceptance window falls in early October. Policy quarters and corporate calendars were never the same thing. Watch the notice, not the quarter.

A one-person company that cannot reach park subsidies is not out of options

Hubei offers a different route with different logic.

The province's three-year action plan for deepening "AI plus" implementation, covering 2026 to 2028, is specific: relying on public computing platforms such as the Wuhan Artificial Intelligence Computing Centre, it aims to connect computing scheduling, data sharing and model access channels, incubate lightweight AI-native applications, cultivate OPC (One Person Company) innovators, build an out-of-the-box AI toolkit and establish more than five provincial-level OPC ecosystem communities. The responsible units are the provincial human resources and social security department and the science and technology department.

But this is a three-year action plan. It sets direction; it is not a subsidy notice that can be opened and applied for this week. How to enter an OPC ecosystem community and how to obtain the toolkit will depend on follow-up rules from the province and municipalities.

The difference between the two kinds of money is clear. Vouchers in first-tier cities are qualification-based: they tie to registered and tax addresses, and resources go to entities already inside the park. Hubei's approach lowers the threshold, pressing down the cost of lightweight entities such as one-person companies so they can start moving. The first tests where you already stand; the second tests how quickly you can begin.

Subsidies are small money; the real question is where the work comes from

Look at the government procurement side.

A search of the China Government Procurement Network using "large model" as a title keyword returned nine notices in the three days from September 24 to 26, 2026. They include a consultancy and design contract for the Xinjiang Academy of Social Sciences' project to build a high-quality dataset management platform and vertical large model, first announced on September 16 and corrected on September 25; a 4,000-channel structured large-model video project in Wensu County; and a procurement by China University of Petroleum (Beijing) for an embodied intelligent robot platform for AI large-model training. All are real, published tenders.

How buyers vet suppliers is also changing. The Jiujiang finance bureau has integrated AI large models and a compliance review agent with its government procurement system to build an AI intelligent review platform. The process runs from document submission to intelligent screening, problem rectification, review confirmation and process advancement. The system automatically picks up qualification conditions and technical parameters, identifies risks such as restricted brands and discriminatory clauses, and generates a list of problems and rectification suggestions.

Two things stand out. Demand is real and finely segmented. And the room for slipping through review by cutting corners is narrowing. Teams working on dataset governance, industry-specific small models and deployment in energy and manufacturing scenarios are better placed to win such tenders than those building general-purpose large models. The difficulty is that information is scattered. Subscribing to national government procurement and bidding information in real time by keyword, region and industry, so that no tender notice is missed, can be left to tools such as LEIDA (招标雷达). But before opening a notice, narrow your direction to a single industry.

How to act

Back to the most urgent item: Zhangjiang has just over ten days left, and what defeats applicants is usually not eligibility but paperwork. Application documents, guidelines and attachments run from dozens to hundreds of pages, and checking by hand which page of your materials answers which clause of the guideline is slow and easy to get wrong.
